Commit rights?

Anyone on this list who would like to get a bunch of patches by the way. 
I've been testing this pretty much the last week or so, and it makes my 
8650 happy atleast. It should not have any negative effect on any other 
system, but it might possibly effect machines with SBI, and maybe Unibus.

I'll be happy to send the patches to this list as well, if people would 
like to.
