SS2, IPX, SLC definitely does boot from cdrom if your nvram is happy and probe-scsi finds a cdrom that supports 512byte sector size like most panasonic's. :)

BTW you can simply try iso image in 5.1_RC3:
ftp://ftp.NetBSD.org/pub/NetBSD/NetBSD-5.1_RC3/iso/sparccd-5.1_RC3.iso
but I'm not sure sun4c machines support cdrom boot.
