Power up with command-option-P-R down, this should reset nvram, the PMU etc. and then reset the machine. So, if you keep holding them down you should get the startup chime every couple of seconds ;) Also, many powerbooks have a button to reset the PMU, usually it's hidden somewhere ( on the 3400 it's hidden among the ports on the back of the unit, very easy to miss. It may also sit behind a hole ) - you may want to dig up some docs and check that too.
