There are two mejor changes between 6.1.5 and 7.0:
- gcc is upgraded to 4.8.4
- arc4random.c implementation is completely replaced with ChaCha20
   (from OpenBSD)

So far I can only say that NetBSD/amiga 7.99.5 which uses gcc 4.8.4
doesn't show this symptom.

Do you use userland of 7.0 on current kernel?

The default X11 environment for amiga, mac68k, and sun3 is XFree86 in
7.0 release. Then, it has been replaced by Xorg in current. Whereas
other m68k-based ports use Xorg in 7.0.

Just now, I've confirmed that XFree86-version of xterm, built from
source of 7.0 release, does not use arc4random(3), and works fine with
NetBSD/x68k 7.99.21.
