sysinst has its own code for copying the bootxx code (rather than running
installboot) but that probably isn't directly relevant.
Maybe it is updating the wrong disk partition?
There is a moderate restriction (probably not documented either) that the
root filesystem needs to be at the start of the mbr partition.
