new qemu installations missing bootblocks

Hi,

Some time ago my anita installs stopped booting.  I thought it was due to
a corrupt source/object tree, but now I did a completely fresh checkout
and the same problem persists.

qemu says:
NetBSD MBR boot
Error no operating system

hexdumping the disk image suggests that only the MBR is there and the
second stage is missing.  Mounting the image reveals /boot to be missing.

Does this ring a bell for anyone?

Doing "anita install" for 5.0 from ftp.netbsd.org still works, so I'm
leaning towards a problem in NetBSD.
