After some searching I found a celeron I have running another *BSD :

cpu0: Intel(R) Celeron(R) CPU 2.40GHz ("GenuineIntel" 686-class) 2.41 GHz

Yet :

hw.cpuspeed=288

I'm not sure if it's called SpeedStep, but the Celeron (at least some,
maybe most or even all, models) certainly supports running at
different speeds. I'm not sure about powersavings, but noise level is
certainly improved quite drastically by running at 288MHz and not
2.4GHz.
