As a leasy person, it did'nt use fdisk/disklabel directly but sysinst.
    2 MBR partitions:
       - MSDOS - ID=4 . Need for hpcboot.exe and your kernell.
       - NetBSD.
    Then reply NO to any bootloader questions.
    disklabel ... (No more then 8 partitions, see bellow)
    Exit <Ctrl-C> when it ask which kind of boot block ...

You can reuse sysinst to install the base system.

Final manual steps to make it work.
 - edit your disklabel and put back 8 partitions or it won't boot!!!

        wd0: drive supports 1-sector PIO transfers, LBA addressing

        disk label corrupted
        root [wd0a]:
 - mount your jornada/
     - recreate your jornada/dev entries - who know ...
     - edit your jornada/etc/fstab (sysinst wrote the wrong disk)
     - edit any config file you want ...
 - newfs_msdos + mount your jornada/DOS
     - put your gzip kernel on it with hpcboot.exe
 - umount any jornada FS
 - That's All Folks !


Is there any trouble about bumping MAXPARTTIONS to 16 ?
I agree that's you don't need that many partitions on CF but It work great with a PCMCIA/IDE card where you can have much more bigger HD:
