VMWare Fusion? They have a trial version. I've had luck netbooting
machines at work from a VMWare virtual machine on a PC... Don't see
why it couldn't work from a Mac.

If you don't have a PC or some other machine running NetBSD so you
could format the disk by hand, you're kinda stuck I think.
