I *think* netbsd-9 needs the RPTL trailer and head doesn't, but I might
misremember.

Upstream seems to say that the trailer causes the bootcode (in flash) to
load the DTB file, but I wonder if current can go look for it?

Our config.txt uses upstream_kernel=1
