8.0_RC1 Raspberry Pi 2 doesn't occupy full HDMI screen



This is with 8.0_RC1, specifically:

The full HDMI screen is not occupied by the bootup messages, leaving a
black patch of about an inch open on all 4 sides. The behavior continues
with X11.

Only difference is, the screen looks garbled, with characters taking time
to "settle" on the screen. But with X11, the screen the garbling issue is
not present.

This is with base X11.
