Why you say it gets tricky? Will this fix it

COPTS.tmp=${COPTS}
COPTS=-O2 ${COPTS.tmp}

So if someone has "COPTS+=-pipe -Os", then -Os will always override -O2

I assume make variables behave similar to shell variables.
