There are no real guidelines, other than normal pkgsrc rules and that
non-developers can commit.

I don't see what fast has to do with it.  If the latest stable is
packaged, and perhaps also an unstable version, then stable gets updated
on new declaration and unstable often.

Perhaps add a comment in plug-ins about this.
