pkgsrc specifies the tools it needs in the various platform-specific
files under pkgsrc/mk/platform

As for ldd - not all platforms have it:

% which ldd
ldd: Command not found.
% uname -a
Darwin neveryoumind 9.6.0 Darwin Kernel Version 9.6.0: Mon Nov 24 17:37:00 PST 
2008; root:xnu-1228.9.59~1/RELEASE_I386 i386 i386
% 

so what you consider to be an essential toolchain necessity is
considered to be frivolous bloat by others. That's why nothing is
proscribed in the pkgsrc guide. I won't respond to the jibe about
common sense.
