This doesn't seem right.

I saw the comment about Darwin earliier, but my impression is that you
can run X11 on macs -- you certainly used to be able to do so, and I did
-- and it seems like this should either be

  an x11 option, defaulting on on all but mac
    where the option depends on everything necessary via bl3
  PLIST.x11
   

or

  if x11 is necessary, fix the build so that whatever x stuff is
  depended on gets pulled in, so that the x11 branch is always taken

It seems possible that the build looks for x and finds it, because your
system has native x11 libs, but wouldn't find it if you didn't install x
sets and were using modular x from pkgsrc.
