libretro-snes9x2005: Update to 20170618

Improved compatibility significantly:

* BS F-Zero Grand Prix 2 (no longer freezes after title screen).
* BS Zelda (used to only show a black screen, now playable).
* BS Kaizou Chounin Shubibin Man Zero (same as above).
* Seiken Densetsu 3 (Character selection and ingame menu do not have transparent lines anymore).
* VLDC9 (The game loads and plays correctly, except for a transition in the "WORST" level list where the game softlocks).

Added support for RetroAchievements, apparently working after testing with a few games.
