Yeh, the scheduling algorithm in 1.0.0 is sub-optimal in a few different scenarios, and can end up with significant over-subscription at times during a build.
I have improved it a lot in trunk after a lot of careful tuning on my 72-core host, and am hoping to get 1.1.0 out soon, but have been busy with a few other things.
