pkgsrc is frozen for 2026Q3

Hi!

pkgsrc is now frozen in preparation for the 2026Q3 release. I hope we can 
keep the freeze short and branch in two weeks or less.

As a reminder, here are the rules that apply during the freeze:

- no new packages
- build fixes and security fixes are welcome
- micro updates for leaf packages are allowed
- micro updates for non-leaf packages are allowed if they fix a build or a
  serious bug, so that they would be pulled up later anyway

For any other updates, including changes to mk or pkgtools, please ask for 
approval from pkgsrc-pmc and/or here.

Thank you for your cooperation, and I hope we can have a nice stable 
branch.
