Correct, releases since 14 are getting significantly stricter:

I've been performing daily bulk builds on 14 for a long time now, and 15
for a bit. There is a huge amount of software that breaks (I stopped
building with 15 because too much was broken, so dependencies never got
a chance to be built).
I'm yet to be convinced to move up from GCC 13 for my SmartOS builds. I
just don't see any benefits, and an avalanche of downsides.
