texlive tikz-timing in pkgsrc?

I am looking for tikz-timing package in pkgsrc (will build if ones doesn't
exist).

In meta-pkgs/texlive-collection-pictures I see a line

    # depend tikz-timing

This looks like a comment, but there appears to be some meaning to it as
DEPENDS+= and depend lines are interleaved.

What does above line pattern mean?

Is tikz-timing available or needs to be created?
