Just a quick thought - can you take the
print/p5-biblatex-biber+LIBC_ALLOWCTYPEABUSE'd file from NetBSD-11 and
test on a non NetBSD-11 LuaLaTeX? (just to confirm if the issue is
with print/p5-biblatex-biber and not LuaLaTeX)
