I realize there have been cython updates, so I removed lots of packages
from the system, and pruned binary packages to prevent their re-use.

I then removed numpuy and scipy.  Then scipy built.   I am calling this
a bad build of numpy for reasons not known, and that I am not going to
investigate.

For others, I'd expect random python trouble, and recommend heavy-handed
delete/rebuild if trouble.
