shells/zsh-history-substring-search: new package

Hi!
I added zsh-history-substring-search-1.10 to pkgsrc-wip as a new
package. This is an implementation of the Fish shell's history search
feature, where you can type in any part of
any command from history and then press chosen keys, such as the UP
and DOWN arrows, to cycle through matches.

Works fine for me, pkglint reports it looks fine. Any suggestions for
the package? Is it ready to commit to pkgsrc?
