This is definitely a bug, but I am afraid it is messy.

  It is a bug for an upstream to ship a tarball with extended
  attributes.  It is likely inadvertent.  I think you should file a ug
  with them. Not that you can't unpack it on NetBSD, but that there are
  extattr in the tarball.  After you check of course :-)

  pkgsrc should unpack tarballs in such a way that even if extattr are
  present they are not written.   I have a fuzzy memory that there is
  some flag to NetBSD pax/tar to say not to.  IMHO not doing this is a
  pkgsrc bug.
