Sorry, it was pinned to August, surely to work around a previous bug.
Usually I resolve these things but apparently I forgot, and should have
checked.

I just enhanced my update script to produce a diff from the top-level
tag to try to avoid this sort of noise in the future.



Building from head cargo-c works.  Glad I was confused!
