Are automated tools being used to generate distinfo for say latest databases/sqlite3

Latest updates to databases/sqlite3, at least to me, on multiple
platforms results in:

3175971 bytes retrieved in 00:05 (597.10 KiB/s)
fetch: Size of the file sqlite-autoconf-3430100.tar.gz doesn't match.

Things happen, and I am sure this will be soon corrected. What I am
more wondering is whether
the tooling is forcing maintainers to manually edit files, which
greatly increases the chances of
such commits. The purported size of the updated file is only one
digit different than the size of
the previous one.
