emacs modules breakage

Hi!

The recent change of the default version used when building emacs
modules in pkgsrc (from emacs 26 to 28) broke a number of emacs module
packages.

Can someone please either
- update them to a supported version that works with recent emacsen, or
- remove them, if they are dead upstream, or
- set EMACS_VERSIONS_ACCEPTED for them?

Side points:
- EMACS_VERSIONS_INCOMPATIBLE would be good to have
- (Should we package emacs modules at all? I use package.el.)

Cheers,
 Thomas
