At least packaged with gettext-0.22 (Re: wip/R has 4.3.1, please check

I've made too dirty hack on wip/R.
Please try packaging, and make any corrections.

The policy ( = policy to add gettext API change) of mine
may be (should be ?) wrong.

make test failed as attached.
