My understanding is that this version has never packaged before this
change.

So there is no binary for
  ocaml-bin_prot-0.14.1
yet on the bulkbuld. In case somebody packaged outside of pbulk,
it may be packaged, but it should have been based on the existence of
   ocaml-ppx_optcomp
The binary should be the same after above commit,
