Read the makefile carefully. Adjust any commands that are marked to suppress the command. This might be the pre-install or post-build target. PKG_DEBUG_LEVEL=1 tends to only affect things run by the infrastructure and this seems like it might be just commands in a custom target. you might also turn on make debugging.
