I was typing too fast once again :-) This is typically done *by* the person who created the wip entry. Sometimes, if a person maintaining a pkgsrc entry is aware of a pending wip update, and they make an update to pkgsrc, they will also make that to wip. But usually the person maintaining a wip entry keeps an eye on the pkgsrc package.
