This should be covered in either apache or php8 apache module
documentation.  If so, we can just remove MESSAGE, which should not
contain things that belong in documentation.

It looks like the docs at

  https://www.php.net/manual/en/install.unix.apache2.php

are out of date.  But the migration guide to 8 describes this at

  https://www.php.net/manual/en/migration80.other-changes.php

Could you file a bug with the upstream about the missing/old
documentation?
