Enable "--enable-function-import" for shells/bash?

I was wondering if it would be possible to set --enable-function-import 
for shells/bash.

It is not clear for me why it is not enabled.  Searching it on NetBSD 
mailing lists just gives me this:

Would it be possible to turn it on?  Some scripts depend on that, like 
add-ons for time/todotxt.

Please, tell me if I should file a PR.
