neofetch requires bash >= 3.2

Hi,

when trying to build sysutils/neofetch, the dependency check takes any 
bash version:

=> Full dependency bash-[0-9]*: found bash-2.05.2.13

(bash 2 is available in pkgsrc separately from the current release.)

In reality, neofetch needs bash 3.2 at least:
