SCO/Xinos OpenServer 7 pkgsr port after bootstrap bmake: no system rules (sys.mk).

Hello,

uname -a
SCO_SV blg5ddev 3.2 5.0.7 i386 SCO Unix

I just finished a bootstrap ...

=> Registering installation for pkg_install-20150508
===> running: /bin/sh /build/pkgsrc/bootstrap/work/bin/install-sh -d -o root -g root /usr/pkg/etc

===========================================================================

Please remember to add /usr/pkg/bin to your PATH environment variable
and /usr/pkg/man to your MANPATH environment variable, if necessary.

An example mk.conf file with the settings you provided to "bootstrap"
has been created for you. It can be found in:

      /usr/pkg/etc/mk.conf

You can find extensive documentation of the NetBSD Packages Collection
in /u/build/pkgsrc-new/doc/pkgsrc.txt.

Hopefully everything is now complete.
Thank you for using pkgsrc!

===========================================================================

===> bootstrap started: Tue Nov 26 17:33:25 MST 2019
===> bootstrap ended:   Tue Nov 26 17:46:07 MST 2019

I then try to do a bmake as a user and as root

cd /build//pkgsrc/
$ bmake
bmake: no system rules (sys.mk).

bmake: stopped in /build/pkgsrc

Any ideas on how to get past this problem?

Thank You,
