How did you re-run pbulk, with bulkbuild-restart?

The script that determines whether a package is up-to-date or not is
pkgtools/pbulk/files/pbulk/scripts/pkg-up-to-date so you can go
through and verify each of those tests to see why it thinks your
package is not new enough.
