Python version weirdness

With today's pkgsrc, if I build devel/gobject-introspection with no
PYTHON_VERSION_DEFAULT set, the dependency textproc/py-cElementTree
gets built using python37.

If I set PYTHON_VERSION_DEFAULT=27, it tries to build the dependency
using python38 (!).

In other words, when I ask for an older Python, I get an even newer
one than when I don't.  Is this really the intended behavior?
