I just committed that; thanks for the report.

(I don't know if that's the right version, vs some x where 1.3.4 < x <
1.37, but we don't really worry about that.)

The bulk builds have consistent sources, and thus ptexenc would be at
1.3.7.   So this sort of error 

I suspect that if you had run pkg_rr -uv, it would have updated ptexenc
to 1.3.7 before building web2c and you would never have noticed this.
At least I did not notice.
