What happens if you start with "LC_CTYPE=C your_programme"? Also,
I don't specify LC_CTYPE or any LC for that matter in /etc/profile; I
usually set LANG; for example in your case it'd be LANG=de_AT.UTF-8.
Maybe try that, and remove LC_* from your profile.
