I think it needs to build pkg_install first, which means no OpenSSL. Once you are done with the bootstrap, you can reinstall it with the SSL option.

The latter worked, but I noticed it disabled openssl option automatically
when building pkg_install. I thought above option meant, it will use
openssl from pkgsrc - rather than skipping.
