net/bird[,6] update

Hi,
Net/bird and net/bird6 packages are a little bit old. Bird updated to
1.6.3 at 2016-12-21. I think changes worth updating
(https://gitlab.labs.nic.cz/labs/bird/blob/master/NEWS).
I "make package" successfully. patches/patch-lib_lists.h not needed
anymore. Other two patches should be updated (just line numbers differs).
I would like net/bird to be updated.
