We certainly don't want x.99.y to be compatible with x.99.z; more
difficult are the questions for the rest. E.g. 7.0 and 7.1 should not be
considered compatible, but 7.0_PATCH might be to 7.0. There are no rules
in place because noone ever agreed on what they should be.
