CVS update on "pkgsrc-2015Q2" tag empties local tree?

Seeing that "pkgsrc-2015Q2" has just been tagged, I set about updating
on that tag.

For some reason, doing so attempted to empty my local tree, claiming all
leaf files were no-longer in the repository.  I stopped before it got
very far (on one machine, it was already emptying "databases", but on
the other it only got halfway through "archivers").

Did I catch it at a bad time?
