That is the default (and documented) source for binary (You have a typo, but the directory you are trying to complain about being empty really has only .pkgcache.) No, it's not supposed to be empty. Yes, it's probably why pkgin failed. Try: http://ftp.netbsd.org/pub/pkgsrc/packages/NetBSD/amd64/6.0_2014Q2/All/ which is the Q2 packages. Old, but should get you going.
