"mozilla-rootcerts install" does not respect PKG_SYSCONFDIR

Hello.

After installing security/mozilla-rootcerts from -current, I ran
"mozilla-rootcerts install" according to the MESSAGE output, but this
failed with the following error message:

  mkdir: /etc/ssl/certs: Permission denied

My PKG_SYSCONFDIR is set to /pkg/etc, so why is it doing something
in /etc?  Shouldn't it instead be trying to create the directory
/pkg/etc/ssl/certs?
