It's in the tree.

One thing that went unnoticed by me is that graphics/gnuplot doesn't
build with READLINE_DEFAULT=readline. I tried inserting readline
buildlink3 file in a couple of places but it didn't resolve the problem.

I wonder why Lua's buildlink files include a dependency on readline. I
thought that it's Lua interactive interpreter that depends on readline
but liblua doesn't not. But it's a puzzle for some other time.
