Try to use a patch in PR 39896, or stop to use PKG_RESUME_TRANSFERS=YES.

PKG_RESUME_TRANSFERS is pretty handy for my usage.
Instead of manually adding a patch, I'll download manually if the issue
occurs. Fortunately it doesn't happen too often.
