I've already finished updating packages that explicitely use
GNU_PROGRAM_PREFIX variable.
Now all they use "g" prefix and create symlinks under gnu/bin. There
were more such packages than I expected :-) Also, I removed
GNU_PROGRAM_PREFIX from mk/ files.
GTAR_PROGRAM_PREFIX was also removed.

binutils from pkgsrc and wip uses the same variable name
GNU_PROGRAM_PREFIX for a bit different purposes. So, I didn't touch
it.
