Yes, and I reported it to imil, and he fixed it. Please update to the
latest pkgin and check if the problem is still there for you.

Like Thomas said, this bug was related to a libfetch misuse and was fixed in pkgin 0.4.3, which is available in pkgsrc-2011Q3. Nevertheless, you may want to give a try to the soon-to-be-released 0.5.1 available in pkgsrc-wip, which includes many new features along with massive speed improvement.
