No.  I suspect it's not included only because almost all useful software
has been updated to gplv2 at least.

I found that doc/NeTraMet/copyright.notice of security/netramet said

   GNU EMACS GENERAL PUBLIC LICENSE
      (Clarified 11 Feb 1988)

Is it the older one than gplv1?
